Most evaluation is based on Kirkpatrick’s 4 levels with a little Phillips ROI thrown in. The problem – there’s not much there there.

Second issue is that these methods have a prejudice toward training vs. reaching a goal.

Third is they are done after the development, so are more assessment of learner with a little evaluation of the teacher thrown in. They don’t work on evaluating the intervention in order to improve it in future iterations.
